Q: When does my dispensary license expire and how do I renew?

A New York adult-use dispensary license expires two years after the date it was issued, under 9 NYCRR 120.10. To renew, the licensee must file a renewal application not more than 120 days and not less than 60 days before the expiration date, under 9 NYCRR 120.11(a). An application filed with fewer than 60 days left is untimely and the license expires and becomes void on the expiration date. The application goes through the Office of Cannabis Management's online intake form and must include a Community Impact Plan, proof of a valid labor peace agreement, employee demographic and wage information, proof of the Notice to Municipality where applicable, and the application and license fees. The Office's guidance says a renewal filed on time with everything required lets the licensee keep operating while the application is under review.

Your adult-use license expires two years after the date it was issued. To renew it, you file a renewal application with the Office of Cannabis Management no more than 120 days and no fewer than 60 days before that date. File with fewer than 60 days left and the regulation says the license "shall expire and become void" on the expiration date.

The rules are 9 NYCRR 120.10 and 120.11. The application goes through the Office's online intake form and must include a Community Impact Plan, a labor peace agreement, employee information, and fees.

When the license expires

Section 120.10 says: "A license shall expire two (2) years after the date it is issued." Source: 9 NYCRR 120.10.

The date to work from is the issue date on your license, not the date you opened. A licensee may surrender a license before it expires, but surrender does not end a pending violation or proceeding. Source: 9 NYCRR 120.10.

The filing window

Section 120.11(a) sets the window. A renewal application must be filed "not more than one hundred twenty (120) days nor less than sixty (60) days prior to the expiration thereof." Source: 9 NYCRR 120.11(a).

The same subsection says what happens if you miss it.

"if a renewal application is not filed at least sixty (60) days prior to the expiration of the license, such application will be untimely for the purpose of review and consideration by the Office, and such license shall expire and become void on such expiration date."

The Office's licensing page states the window as "no fewer than 60 days and no more than 120 days" before expiration, and says filing outside it may cause delays or non-renewal. Source: OCM Licensing page.

Two licensees are excluded from renewal. Section 120.11 says "An applicant may not apply to renew a license if the license has been cancelled or revoked or is currently suspended without a corrective action plan in place," and "Provisional licenses shall not be eligible for renewal." The Office's licensing page says that a renewal application filed on time with everything required lets a licensee continue operating while the Office reviews it, citing section 401(2) of the State Administrative Procedure Act. The page also says, "Submitting a renewal application does not guarantee approval." Source: OCM Licensing page.

What to file

Section 120.11(c) says the application must be submitted "in a manner prescribed by the Board" and include evidence of the following. Source: 9 NYCRR 120.11(c).

"the licensee's contributions to communities and individuals disproportionally harmed by marihuana prohibition laws." The Office collects this as the Community Impact Plan.
"the licensee has an executed labor peace agreement with a bona-fide labor organization."
"the racial, ethnic, and gender diversity of the licensee's employees and owners."
"the licensee has adhered to the social responsibility framework set forth by the Office."
Adherence to building, fire, zoning, and business licensing codes and other applicable requirements.
Updates to the operational information given in the original application.
"the licensee has no outstanding filings, reports, fines or other deficiencies with the Office."
No unapproved amendments to the licensed premises.
Anything else the Office asks for.

The Community Impact Plan

The Office's renewal CIP guidance, last updated March 2026, says "Every licensee" must submit a Community Impact Plan at renewal, and ties the requirement to Cannabis Law section 66(6). Source: OCM Renewal CIP Guidance, rev. 3/2026.

The guidance says the plan should address the problem or need it targets and the population it serves, the research and local partnerships behind it, the goals and planned activities with the expected community benefit, a two-year timeline and budget, and the qualitative and quantitative measures used to evaluate it. How to submit

The Office's licensing page directs renewals to an online intake form and says email submissions are not accepted. A December 2025 law-firm summary reports the Office launched renewals in the New York Business Express system on December 3, 2025. What this means for your store

Find the issue date on your license today and write the expiration date next to it. Two years from issue, per 120.10.
Put two more dates on the calendar: 120 days before expiration, when the window opens, and 60 days before, the last timely day. Missing the second one voids the license under 120.11(a).
Start the Community Impact Plan early. It needs a two-year timeline, a budget, and evaluation measures, per the Office's CIP guidance, and it describes work already done.
Confirm your labor peace agreement is current and signed. Section 120.11(c)(2) asks for an executed agreement.
Clear any open filings, reports, or fines with the Office before you file. Item 7 makes that a condition of renewal.
Use the Amendment Survey for changes to the license itself. The renewal form is not the place for them, per the Office's licensing page.
Keep the confirmation of your filing date. If timing is ever questioned, that receipt is what shows you were inside the window.
